Every road freight shipment starts with the same question: do you book an entire truck, or share one? The choice between Full Truck Load (FTL) and Less Than Truck Load (LTL — known in Europe as PTL or groupage) is not simply about price. It affects transit time, cargo safety, carbon footprint, and the complexity of your supply chain. Get it wrong and you either overpay for empty trailer space or watch your goods sit in a consolidation hub for two extra days.
Road is the dominant freight mode in Europe, accounting for approximately 49% of all inland freight transport and roughly 1.8 trillion tonne-kilometres annually (Eurostat, 2022). Understanding how its two main service types work — and when to use each — is a baseline competency for any logistics manager or shipper operating on the continent.
What Is FTL (Full Truck Load)?
In an FTL shipment, the shipper books the entire trailer exclusively. No other cargo shares the vehicle. The truck is loaded at a single origin, driven directly (or nearly so) to a single destination, and unloaded. The shipper pays a flat rate for the route regardless of how much of the trailer is actually used — whether it is completely full or only half-loaded.
The standard European semi-trailer used for FTL offers:
- Loading length: 13.6 metres
- Internal width: 2.45 metres
- Internal height: approximately 2.7 metres
- Volume capacity: approximately 82–92 m³
- Maximum payload: approximately 24,000 kg (total permitted weight is 40 tonnes GTW for a standard 5-axle combination in most EU countries)
- Pallet capacity: approximately 33 Euro pallets floor-loaded, or up to 66 double-stacked where height and product type permit
FTL is priced as a flat rate per route. A lane from Prague to Bucharest costs roughly the same whether the trailer carries 20 pallets or 33. That makes unit cost a function of how efficiently you fill the truck.
What Is LTL / PTL (Less Than Truck Load)?
LTL — Less Than Truck Load — is the North American term. In European logistics the equivalent service is called PTL (Part Truck Load), groupage, or consolidation freight. The concept is identical: the carrier combines cargo from multiple shippers into a single trailer, each paying only for the space their goods occupy.
The standard unit of measurement in European LTL pricing is the loading metre (ldm): one ldm equals one metre of trailer length at the full trailer width of 2.4 metres. A standard Euro pallet (1,200 × 800 mm) occupies 0.4 ldm, since two pallets fit side by side across the 2.4 m trailer width.
LTL is typically priced per loading metre, per pallet, or per 100 kg — using chargeable weight, which is the higher of actual weight and volumetric weight. The volumetric weight conversion factor for road freight is 333 kg/m³ (i.e. 1 m³ = 333 kg chargeable).
In Central and Eastern Europe, carriers often distinguish between standard LTL (small consignments, typically 1–5 pallets) and PTL (larger partial loads, typically 2–15 pallets, that are too large for standard pallet network pricing but still well below a full truck). Understanding Loading Metres and Capacity
Loading metres are the lingua franca of European road freight pricing. To convert your shipment:
- 1 Euro pallet (1,200 × 800 mm) = 0.4 ldm (two pallets fit side by side)
- 1 industrial pallet (1,200 × 1,000 mm) = 0.5 ldm
- A standard 13.6 m trailer has 33.5 ldm total
- 10 Euro pallets = 4 ldm; 20 Euro pallets = 8 ldm; 33 Euro pallets = 13.2 ldm (full truck)
Height matters too. When goods can be double-stacked (pallets loaded two layers high), the effective volume of the trailer roughly doubles. A 2.7 m internal height accommodates most standard 1.45 m loaded pallets in a double stack. However, many product types (fragile goods, liquids, oversized) cannot be stacked, so you pay for floor loading only.
You ship 10 Euro pallets, each 80 cm tall, weighing 200 kg. Actual weight: 2,000 kg. Volume: 10 × (1.2 × 0.8 × 0.8) = 7.68 m³. Volumetric weight: 7.68 × 333 = 2,558 kg. Chargeable weight = 2,558 kg (volumetric is higher). The carrier invoices based on volumetric weight in this case.
The Break-Even Point — When Does FTL Beat LTL on Price?
The rule of thumb in European road freight is that FTL becomes cost-competitive at approximately 10–12 Euro pallets (4–5 ldm). Beyond this threshold, the per-unit cost of an FTL booking typically falls below the accumulated LTL rate for the same consignment.
The exact crossover depends on three variables:
- Route length: On longer international lanes (e.g. CZ–RO, PL–HU), FTL fixed costs are spread over more value, so the crossover can shift down to 8–9 pallets.
- LTL market rates: In peak seasons (Q4, agricultural harvests), LTL spot rates rise faster than FTL, lowering the crossover further.
- Transit time value: If your goods are time-sensitive, the 1–3 day LTL delay may have a cost of its own — missed production slots, inventory holding costs — that tilts the economics toward FTL even for smaller loads.
One practical heuristic: if your LTL quote exceeds 70–75% of an FTL quote on the same lane, request both options and compare total delivered cost including any delay cost.
Transit Time Differences
FTL is point-to-point freight. The same driver (or relay team for long-haul) picks up at origin and delivers to destination without intermediate cross-docking. Subject to EU drivers' hours regulations, a CZ–HU run completes in under 24 hours; CZ–RO in 36–48 hours.
LTL/PTL adds handling time. Your goods move from the origin facility to a consolidation hub, where they are sorted and loaded onto a linehaul trailer heading toward the destination region. At the far end they are sorted again and loaded onto a delivery vehicle. This hub-and-spoke model typically adds one to three business days versus direct FTL — more if customs is involved or if the hub has limited frequency on that lane.
For critical deliveries — automotive JIT supply chains, pharmaceutical replenishment, trade show freight — even a single extra day can be unacceptable. FTL or a dedicated PTL with a direct linehaul is the only viable option.
When FTL Is the Right Choice
- Large volumes (12+ Euro pallets or 5+ ldm). At this scale FTL unit cost is almost always lower than LTL, and you gain speed and reliability.
- Time-critical delivery. Direct routing eliminates hub delays. Essential for JIT automotive supply chains, retail replenishment with fixed delivery windows, and urgent project cargo.
- High-value cargo. Fewer handling events means lower theft and damage risk. Electronics, luxury goods, and precision equipment benefit from single-load FTL.
- Temperature-controlled (reefer) freight. You control the entire trailer's temperature profile from loading to delivery. LTL reefer adds handling events that introduce temperature excursion risk — critical for fresh produce, pharmaceuticals, and dairy.
- Hazardous goods (ADR). Co-loading rules under ADR regulations restrict which classes of hazmat can share a trailer. FTL eliminates the complexity; many LTL carriers decline ADR cargo outright.
- Oversized or non-stackable cargo. When your goods take up the full floor area regardless of volume, you are already paying for an FTL equivalent — you may as well book one and use the capacity fully.
- Carbon efficiency with a full trailer. A fully loaded FTL produces the lowest CO₂ per pallet-kilometre of any road freight option. If your ESG reporting includes scope 3 emissions, this matters.
When LTL / PTL Makes More Sense
- Small or irregular shipments (1–10 pallets). Paying for a full trailer to move 3 pallets is economically irrational unless time is the overriding constraint.
- Flexible delivery windows. If your destination can receive goods within a 2–3 day window, LTL's hub schedule adds no meaningful cost.
- Frequent, smaller replenishments. Retailers and distributors running continuous replenishment often prefer weekly LTL consignments over holding stock waiting for a full truck.
- Standard packaged goods, low handling risk. Durable goods on standard EUR pallets handle cross-docking well. If your goods are robust and not time-sensitive, LTL is the cost-efficient choice.
- Budget-constrained shipments. LTL is almost always cheaper on a per-shipment basis for loads under the break-even point, provided transit time is acceptable.
- Carbon efficiency when consolidating. A well-consolidated LTL trailer moving multiple small shipments generates less total CO₂ than multiple individual FTL runs. LTL is the greener option when the alternative is a half-empty dedicated truck.
Temperature-Controlled and Hazardous Goods — Special Considerations
Reefer (temperature-controlled) freight deserves a separate note. An FTL reefer booking gives you complete control: the trailer is set to your required temperature range (typically anywhere from -25°C to +25°C), and the profile is maintained without interruption from pickup to delivery. For fresh produce, dairy, meat, fish, pharmaceuticals, and certain chemicals, this is not optional — it is a regulatory and commercial requirement.
LTL reefer is technically possible but operationally complex. Each hub transfer is a temperature excursion risk. Some carriers do run temperature-controlled groupage networks — primarily for packaged frozen or chilled products that tolerate brief ambient exposure — but the conditions must be verified with the carrier before booking. For pharmaceutical cargo governed by GDP (Good Distribution Practice) guidelines, LTL reefer is generally non-compliant unless the entire chain is qualified.
For ADR (hazardous goods under the European Agreement concerning the International Carriage of Dangerous Goods by Road): ADR regulations classify dangerous goods into classes (explosives, gases, flammables, corrosives, etc.) and specify which classes may or may not be co-loaded. In an FTL you control the manifest. In an LTL context, the carrier must manage co-loading restrictions across all consignments — many carriers simply exclude certain ADR classes from their groupage network. If your goods carry an ADR classification, confirm acceptance and any surcharges with your carrier at the quotation stage, not at the loading dock.
A Practical Decision Framework
Use this step-by-step approach for every road freight booking:
Multiply the number of Euro pallets by 0.4. If the result is below 4 ldm (roughly 10 pallets), start with LTL pricing. Above 5 ldm, request FTL as well.
If the consignee has a fixed booking slot or a production-line deadline, can LTL reliably hit it? Add 1–3 days to the fastest LTL estimate on the lane. If the answer is no, go FTL.
High value, fragile, temperature-controlled, or ADR-classified goods all favour FTL. For robust, standard palletised goods with no special requirements, LTL is safe.
Include the cost of any inventory buffer needed to cover LTL delay, insurance premium differences, and the cost of a potential claim if LTL handling damages the goods.
At this range the economics can go either way depending on lane, season, and carrier. A reputable freight forwarder should present both options transparently.
If your company tracks scope 3 emissions, ask your forwarder for CO₂ estimates for both options. A full FTL beats a half-empty truck; a well-consolidated LTL beats a near-empty FTL.
Conclusion
The FTL vs LTL decision is not a one-size-fits-all rule. It is a calculation that changes with every shipment: pallet count, route length, cargo type, delivery urgency, and total cost of logistics — not just the freight invoice line.
As a rule of thumb, loads above 10–12 Euro pallets on a direct lane almost always belong in FTL. Loads below that threshold, on lanes with established groupage networks and flexible delivery windows, should go LTL or PTL. Between those boundaries, run the numbers.
